One Stop Homeless Center "Stopped?"

Construction was supposed to start this month...but instead, it will be another winter without the One Stop Homeless Center. It's tied up with permitting applications and with two lawsuits.
The homeless shelter has been in the works since 2005, when the 10 year Plan to End Homelessness was adopted. Six years later, homeless advocates say those in need can't afford to wait.
