TALLAHASSEE, Fla. (AP) - A Florida judge is set to make a ruling in a retirement case that could put a hole in state and local government budgets.
    
Circuit Judge Jackie Fulford planned to announce her decision Tuesday in Tallahassee.
    
Public employee unions are challenging a law that requires state and county employees, including teachers, and some city workers to contribute 3 percent of their pay to the Florida Retirement System.
    
An appeal is expected no matter which way Fulford rules.
    
The Legislature passed the law last year. It was sought by Gov. Rick Scott as a new revenue source for the cash-strapped state.
    
As a result, state and local governments were able to reduce taxpayer support for the pension plan.
